OCHA is the authoritative primary source for this public-safety warning and its partner-compiled aggregate. The Siasat Daily reports the same OCHA figures but does not independently validate the individual incidents or exact toll, so the casualty aggregate remains single-source to OCHA. Publication is justified under the authoritative, time-sensitive public-safety exception; the exact aggregate remains OCHA's assessment. The OCHA page gives only a 4 September date, so noon UTC is representative.
