The claimant is Nineveh's provincial government, quoted by Shafaq News. The report says construction was launched and distinguishes it from the July project announcement. It does not independently establish construction progress, funding delivery, completion or public access. No material disagreement is identified in the inspected report, but those outcomes remain unresolved. The timestamp is the October 6 publication time rounded to the minute, not an exact construction start.
