CySEC is the claimant. Its dated warning establishes what the regulator says about authorisation, not fraud or investor losses. The official English translation is marked informational and not legally binding. Cyprus Mail's October 6 coverage repeats this notice and is not independent corroboration. No material disagreement was identified in the inspected evidence. The warning gives only October 2: midnight is a representative publication-date value, not an issuance time.
