In north-east Syria, Kurdish-led civil and security structures administer parts of the territory often associated with the Autonomous Administration of North and East Syria. Their relationship with Damascus, neighbouring states, Arab and other local communities, and international forces remains unsettled.

در یک نگاه

  • The area’s institutions are not internationally recognised as a sovereign state.
  • Kurdish-led organisations do not represent every Kurdish person, and the region includes Arab, Assyrian/Syriac, Armenian and other communities.
  • Questions of security, resources, education and local representation are tied to Syria’s wider political transition.

How the authorities emerged

After Syrian state authority receded from parts of the north-east during the civil war, local councils and security structures developed under Kurdish-led organisations. The Syrian Democratic Forces became a principal partner of the international coalition against the Islamic State group.

The administration’s institutions combine local governance claims with a security environment shaped by conflict. Administrative control is not the same as internationally recognised sovereignty.

What is contested

Damascus has maintained that Syria’s sovereignty and territorial integrity must be restored, while Kurdish-led bodies have sought forms of decentralised administration and guarantees for local communities. The terms, powers and security arrangements of any agreement remain politically contested.

Türkiye views armed Kurdish groups across its border through its own security framework. This cross-border dimension can change local bargaining power without determining how all residents see governance.

People and daily life

Questions about schools, language, documentation, conscription, oil and agriculture affect daily life as well as formal negotiations. It is inaccurate to assume a uniform position based on someone’s ethnicity or town.

The UN’s political framework calls for a Syrian-led political process. It does not prescribe one constitutional formula for the north-east.

What could reduce tension

Durable arrangements would need credible local participation, rights protections, civilian safeguards and clarity about security command. They would also need to account for the concerns of communities who disagree with the existing administration.

This is a framework for reading negotiations, not a claim that a settlement is imminent.
