SANA is the official Syrian state agency and directly relays Minister Abdul Salam Haykal's September 5 announcement. It is primary evidence of the government's stated position, not independent proof of implementation or economic benefit. A separate DCO membership instrument was not located, so the title explicitly attributes membership to the minister and the record remains single-origin. SANA also mentions a September 1 cooperation agreement; that earlier agreement is not treated as the date of the new membership announcement. The displayed time is SANA's publication timestamp converted from UTC+3.
