Cyprus central bank announces 1% systemic risk buffer from December 31, 2026

The Central Bank of Cyprus says a 1% Systemic Risk Buffer will apply to all exposures of all authorised credit institutions from December 31, 2026. Its November 2 decision announces a future capital requirement. It is not an independent audit of banks’ compliance or evidence of distress at a particular bank.

What the sources establish

The Central Bank of Cyprus is the sole institutional claimant. Its decision notice and policy explanation are one origin, not independent corroboration. They establish what the bank announced, not observed compliance or demonstrated resilience. The complete legal instrument and institution-level implementation records were not inspected. No interest-rate change, deposit-guarantee change or particular bank’s insolvency is inferred. No material contrary account was established. November 2 is the decision-announcement date; midnight is representative, not the decision hour. The measure’s stated effective date is December 31, 2026, not immediate implementation.
