Oman ministry reports Brunei partnership statement and cooperation agreements

Oman’s Foreign Ministry reports the signing in Brunei of a statement elevating relations to a strategic partnership, a visa-exemption agreement for diplomatic, special, service and official passport holders, and memoranda on labour, health, economic planning, agriculture and fisheries. The announcement does not establish entry into force, completed projects or general tourist visa exemptions.

What the sources establish

Oman’s Foreign Ministry is the institutional claimant. Its own account establishes what it announced, not independent verification of the signed instruments or their implementation. The English page labels itself an unofficial version of an Arabic report. The complete agreements, commencement provisions and project outcomes were not inspected. No independent corroboration or material contrary account was established. The visa provision concerns the listed official passport categories, not ordinary tourist passports. November 3 is the report date; midnight is representative, not the signing hour.
