The Israel–Syria dispute is rooted in the 1948 war, the 1967 occupation of the Golan Heights, later wars and failed peace negotiations. Syria’s wider civil war and regional military activity have added risks without resolving the territorial dispute.

در یک نگاه

  • The status of the Golan Heights is the central territorial issue.
  • The UN Disengagement Observer Force monitors a 1974 ceasefire arrangement, not a peace treaty.
  • Syria’s civil war has added regional-security risks to a dispute that predates it.

Territory and law

Israel captured the Golan Heights from Syria in the 1967 war. UN Security Council resolution 242 became a major diplomatic reference after that war, and resolution 497 declared Israel’s imposition of its laws, jurisdiction and administration in the Golan null and void under international law.

Political recognition by individual states and the position of UN bodies are different matters. This guide reports the cited UN positions rather than resolving every legal argument.

Ceasefire without peace

The 1974 Disengagement of Forces Agreement created separation and limitation zones monitored by UNDOF. It reduced direct interstate confrontation but did not settle sovereignty or create normal diplomatic relations.

Peace negotiations have periodically addressed withdrawal, security and water, but no final agreement has been reached.

Why Syria’s war matters

The Syrian conflict brought multiple armed actors and outside powers into a country that already shared a tense frontier with Israel. That raises the risks of escalation and misunderstanding while leaving the Golan dispute unresolved.

Reports of individual cross-border incidents should be read separately from the historic dispute, particularly while operations are active.

What could lower risk

Respect for ceasefire arrangements, protection of civilians and reliable communication can reduce immediate risk. A lasting settlement would require an agreed approach to territory, security and the rights and livelihoods of people living in the area.

None of these conditions establishes that negotiations are underway or likely to succeed.
